The use of the Mesa plant to construct servers would consolidate those efforts.
"Production under foreign trade zone procedures could exempt Apple from customs duty payments", on a variety of materials and components that would be used in the server assembly, according to the regulatory filing.
According to a report from the Business Insider, Apple is looking for permission to begin "high-tech manufacturing" in order to build data-center server gear.
"Customs duties also could possibly be deferred or reduced on foreign-status production equipment", it adds. President-elect Donald Trump has repeatedly commented that Apple should manufacture iPhones in the US.
The Arizona effort would mark a rare instance of a USA tech company manufacturing and assembling a finished product domestically, where labor costs are higher.

The company intends to broaden its operations for final assembly of servers at a data center in Mesa, Arizona, the federal register filing stated.
Apple, like the three companies mentioned above, is a member of the Open Compute Project, the open source data center hardware design community founded by Facebook. Now the facility is used as a global command center for storage of iCloud backups and iTunes.
In October, Apple started hiring services technicians, managers, engineers, and other operations professionals to work at the Arizona facility.
